In agreement with the managers of the fleet of lifting equipment (overhead travelling cranes, forklift trucks and elevated work platforms) and RTL-PEFRA electrical tractors, the procedures for authorisation to use the fleet have been revised and will be automated in EDH as of 1 October.

The new procedure constitutes a change in approach to the way in which authorisations are granted: henceforth, a request to a CERN manager of lifting equipment or RTL-PEFRA will be subject to prior approval by the hierarchy and proof of the user’s physical fitness to operate the equipment.

The procedure and signatories for authorisation will vary according to the status of the requestor (employed or associated member of the personnel or contractor). The supporting documents to be provided will also depend on the status of the user and the type of equipment concerned. 

The duration of validity of the authorisation will be aligned with the duration of validity of the medical certificate and will under no circumstances exceed two years for lifting equipment and five years for electrical tractors (RTL-PEFRA). 

From 1 October

Employed and associated members of the personnel (MPE and MPA) except Users

  • The user submits a request to use lifting equipment or RTL-PEFRA in EDH (form effective on 1 October 2024). 
  • To finalise the request, a valid medical certificate must be attached to the EDH request in the case of lifting equipment and, in the case of overhead travelling cranes, the list of cranes that need to be used must also be specified.
    • In cases where a medical certificate is obligatory, the authorisation to operate the equipment will be limited to the duration of validity of the medical certificate. In all other cases, it will be limited to two years.
  • After being signed by the requestor, the request is sent to the CERN line manager who, by signing, confirms that the requestor needs the equipment to complete the requestor’s tasks.
  • In the case of lifting equipment: the document can be submitted only if the corresponding training certificate, acquired via the CERN Learning Hub, is still valid. The validity of the training certificate is checked automatically.
  • The manager of the lifting equipment checks that the requested equipment can be assigned and specifies the use restrictions, if any.
  • After the request has been signed by the manager of the equipment concerned, the necessary steps can be carried out in the ADaMS tool (RTL-PEFRA).

Contractors and Users

  • As in the case of MPEs and MPAs, a use request must be made in EDH by each user.
  • To finalise a request for overhead travelling cranes, the requestor must provide the list of cranes that need to be used.
  • N.B. for Users: in the case of lifting equipment, the document can be submitted only if the corresponding training certificate, acquired via the CERN Learning Hub, is still valid. The validity of the training certificate is checked automatically.
  • After being signed by the requestor, the request is sent to the person responsible for the contract in the Firm, in the case of contractors, and to the Team Leader of the home organisation (Institute), in the case of Users.
  • By signing, the person responsible for the contract with the Firm, in the case of contractors, or the Team Leader of the home organisation (Institute), in the case of Users, confirms that the requestor is physically fit and has the required technical competences (training) to use the requested equipment. The signatory shall be responsible for compliance by the Firm or the home organisation (Institute), as applicable, with the foregoing obligations.
  • In the case of contractors, the request is then sent to the person responsible for the contract in the Firm. By signing, this person confirms that the requestor actually needs to use the equipment for the accomplishment of the tasks specified in the contract.
  • Once signed by the person responsible for the contract in the Firm, in the case of contractors, or the Team Leader of the home organisation (Institute), in the case of Users, the request is forwarded to the managers of the desired equipment.
  • The manager of the lifting equipment checks that the requested equipment can be assigned and specifies the use restrictions, if any.
  • After the request has been signed by the manager of the equipment concerned, the necessary steps can be carried out in the ADaMS tool (RTL-PEFRA).

** New Rule**

Each signatory has the possibility to revoke all or part of the authorisation issued to a requestor if the authorisation conditions are no longer fulfilled. In such cases, the requestor will be automatically informed of the revocation.
