Mandate
The Environmental Protection Group, HSE-ENV:
- Supports the Organization in limiting the environmental impact of its activities, including through monitoring and reporting;
- Oversees CERN’s energy management strategy and its implementation;
- Undertakes the FCC activities related to environmental evaluation and energy management;
In particular HSE-ENV:
- Identifies the technical measures reflecting legal requirements and best practices for CERN projects or activities, in order to ensure integration of appropriate prevention measures in matters of energy, greenhouse gas emissions, water and soil protection, noise, waste management, biodiversity, handling and storage of hazardous substances and prevention of major environmental events;
- Is responsible for the management of technical aspects of CERN’s electricity contracts;
- Ensures compliance with the ISO 50001 certification requirements;
- Coordinates energy performance improvement activities across the Organization;
- Defines the Organization’s approach to Life Cycle Assessments (LCA) and contributes to associated studies.
- Is responsible for the FCC environmental evaluation activities, including energy management studies, and leads the Open Sky Laboratory (OSL) project at LHC Point 5;
- Follows-up CERN-wide environmental indicators in order to contribute to the definition and review of CERN’s environmental objectives;
- Follows-up environmental events, including incidents to mitigate its consequences and avoid reoccurrence;
- Supports the Organization to execute its Environmental Monitoring Plan, defined in collaboration with HSE-RP and HSE-TS, through:
- definition of the requirements for on-line environmental monitoring installations;
- physicochemical analyses of samples collected periodically in CERN effluent water, and water release authorisations to CERN Departments;
- environmental noise measurement campaigns to assess CERN’s environmental footprint.
- Reports on environmental matters, in particular through:
- quarterly reports to the Host States authorities on the results of CERN’s environmental monitoring programme;
- annual reports to local authorities on CERN’s noise footprint;
- CERN public-facing sustainability reports.

+ PM - Prevention and Monitoring
The HSE-ENV-PM Section covers environmental domains such as noise, biodiversity, waste, water and soil protection, handling and storage of hazardous substances and prevention of major events. In particular the HSE-ENV-PM Section:
- Identifies the technical measures reflecting legal requirements and best practices in the domains of competence for CERN projects or activities and communicates them to the Departments and the Large Experiments for them to integrate appropriate prevention measures;
- Provides support to Departments and the Large Experiments in carrying out environmental studies;
- Contributes to the definition and monitoring of environmental indicators at CERN level and to reporting on them within the Organization and to the relevant authorities;
- Assesses and reduces the noise footprint of CERN sites;
- Ensures the follow-up of environmental events, including incidents, in order to prevent their reoccurrence;
- Contributes for HSE-ENV Group to the integration of environmental requirements in particular for PESS activities, IRP processes and technical specification reviews.
- Provides support to the HSE-ENV Group for the definition of mid- and long-term environmental objectives for the Organization.
- Contributes to raising awareness among CERN personnel on environmental issues.
The Section also:
- Defines the HSE Department’s physicochemical monitoring programme and operates the associated environmental laboratory;
- Leads the Open Sky Laboratory (OSL) project at LHC P5, which aims to identify viable solutions for the reuse of excavation materials (molasse);
- Contributes to the coordination of FCC environmental evaluation activities.
+ EC - Energy and Climate Action
The HSE-ENV-EC Section oversees CERN’s energy management strategy. It defines short-, medium-and long-term objectives aimed at continuously improving the Organization’s energy performance.
The HSE-ENV-EC Section also provides long-term forecasts of CERN’s overall greenhouse gas emissions and identifies areas where actions can be undertaken to reduce them.
In particular, the HSE-ENV-EC Section:
- Manages the technical aspects of CERN’s electricity contract in both France and Switzerland;
- Ensures compliance with ISO 50001 certification requirements in line with CERN’s energy policy, including the identification and monitoring of legal requirements and best practices, as well as the definition, monitoring and reporting of CERN-wide energy performance indicators;
- Coordinates energy performance improvement activities across the Organization, aiming at reducing energy consumption, improving efficiency and recovering waste heat;
- Chairs the CERN-wide Energy Management Panel;
- Undertakes the FCC environmental evaluation activities, including energy management studies;
- Defines the approach for Life Cycle Assessments (LCA) for current and future projects within the Organization and contributes to associated studies;
- Defines methodologies and develops forecasts of CERN’s overall greenhouse gas emissions, while identifying and proposing actions to reduce them;
- Ensure compliance with applicable F-Gas regulations;
- Coordinates, for the HSE-ENV Group, the integration of environmental requirements in particular for PESS activities, IRP processes and technical specification reviews;
- Provides support to the HSE-ENV Group for the definition of mid- and long-term environmental objectives for the Organization;
- Contributes to raising awareness among CERN personnel on environmental issues.
+ RO - Reporting and Outreach
The HSE-ENV-RO Section manages all relevant environmental indicators and contributes to the definition and review of CERN’s environmental objectives. It develops and maintains an associated dedicated dashboard.
The HSE-ENV-RO Section prepares concise, scientific data reports on a quarterly basis for CERN management and the relevant authorities in the Host States. It also compiles, prepares and publishes the environmental information for the public-facing biennial Sustainability reports.
In addition, the HSE-ENV-RO Section designs tailored outreach and communication actions to raise awareness among CERN personnel on environmental issues.
In particular, the HSE-ENV-RO Section:
- Proposes, evaluates, monitors and maintains environmental indicator data across all domains;
- Collaborates with concerned internal stakeholders to ensure timely and accurate data collection and analysis for subsequent reporting;
- Provides support to the HSE-ENV group for the definition of mid- and long- term environmental objectives for the Organization;
- Designs and develops dedicated tools for the purposes of monitoring and providing reliable statistics;
- Steers the full production process of the CERN public-facing, biennial Sustainability reports with respect to its content on environmental matters, including relevant information and data compilation, drafting and coordination with expert teams and services;
- In the domain of Greenhouse gases, in particular F-Gases, coordinates the inventory, monitoring and reporting across the Organization, and oversees the development and maintenance of applicable tools for the implementation measures of the F-Gas policy with the support of HSE-ENV-EC;
- Develops and rolls out targeted campaigns and trainings, in collaboration with HSE-TS, to raise awareness of environmental issues spanning all domains, among CERN Personnel.
