DSOC Mandate
LEGAL BASIS
In accordance with its intergovernmental status, the Organization establishes and updates Safety Rules to implement its Safety Policy. This General Safety Instruction (GSI-SO-9) forms part of the CERN Safety Rules and is issued pursuant to the Staff Rules and Regulations and the CERN Safety Policy.
MISSION AND SCOPE OF WORK
The DSOC shall support the Department Heads and the Technical Coordinators in ensuring overall consistency with a view to the implementation by the Departments and the Large Experiments of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices, as well as continuous improvement of Safety based on lessons learnt.
The DSOC shall in particular:
- exchange information on the implementation by the Departments, including Experiments hosted by them, and the Large Experiments of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices, including lessons learnt;
- review reports from Specialised Safety Officers Committees (SSOC);
- identify issues regarding the implementation of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices and propose appropriate measures or actions;
- propose improvements to the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices based on lessons learnt.

CERN SAFETY RULES AND LAWS
This General Safety Instruction is supplemented by the documents listed below, where they exist:
- Safety Regulations (SR);
- General Safety Instructions (GSI);
- Specific Safety Instructions (SSI).
In the event of any ambiguity or contradiction between the above-mentioned documents, they shall apply in decreasing order of priority, starting from the top.
REPORTING
The DSOs shall report to their Department Heads on issues raised in the DSOC that affect the implementation of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices in their Department and Experiments hosted by them. The DSOs concerned shall monitor the follow-up of these issues and report back to the DSOC.
The LEXGLIMOSes shall report to their Technical Coordinators on issues raised in the DSOC that affect the implementation of the CERN Safety Policy, the CERN Safety Rules, the CERN Safety Objectives and best practices in their Large Experiment. The LEXGLIMOSes concerned shall monitor the follow-up of these issues and report back to the DSOC.
Issues, other than CERN Safety Policy issues, that are recurrent or not resolved at Department, Large Experiment or HSE Unit level, may be reported by the Head of the HSE Unit at management meetings where Directors and Department Heads are both present.
The DSOC Chair shall report to SAPOCO on issues regarding the implementation of the CERN Safety Policy and proposals for improvements to the CERN Safety Policy identified by the DSOC. The Head of the HSE Unit shall take note and take any measures he deems appropriate concerning any issues regarding the implementation of the CERN Safety Rules and proposals for improvements to the CERN Safety Rules identified by the DSOC.
The DSOC Chair shall report annually to the Directors and Department Heads on the activities of the DSOC.
DSOC Members
The DSOC is chaired by Delphine Létant-Delrieux (TE Department) with Oriol Rios (HSE Department) as scientific secretary and Leo Menzemer (HSE Department) as support scientific secretary.
The membership of the DSOC shall be as follows:
- the Departmental Safety Officers (DSOs and Deputies);
- the Large Experiment Group Leaders in Matters of Safety (LEXGLIMOSes and Deputies);
- representatives appointed by the Staff Association;
- the Head of the HSE Department;
- a representative from each group of the HSE Department, as appropriate.
The DSOC may invite experts to participate in its meetings if it so deems necessary. Upon nomination by the SAPOCO, the Chair of the DSOC shall be appointed by the Director-General for two years, renewable once for another period of at most two years.
