In 2022, The HSE Unit launched the HSE Operational Response Project, with the aim to review the operational response of HSE Unit services. More specifically, this project aims at:

• Defining comprehensively the operational response provided by the HSE Unit
• Clarify roles of some members of the HSE Unit
• Examine and improve how operational processes are communicated and further implemented
• Review how the content of the information within the HSE Unit is built and disseminated.

Within HOR there are six work packages:

WP 1: Stakeholders Cartography — Complete Objective: Feed the other work packages with the necessary cartography of stakeholders and documentation already available in the context of existing risk mapping, measures put in place and procedures.

WP 2: Safety Risks and Emergency Identification — Complete Objective: Identification of existing risks, mitigation measures and potential emergency situations/concerns, in the context of the mandate of each department, its running activities and expectations in terms of emergency response by HSE unit.

WP 3: Medical and Personal Assistance Response — Ongoing 2026 Objective: Based on elements provided in the context of WP1 and WP2, the definition of the HSE medical and personal assistance, in function of aspects related to both the population and the situation.

WP 4: Environment and Asset Emergency Response — Complete Objective: As per elements provided by WP1 and WP2, carry out critical reviews of existing intervention plan and standard operational procedures in case of emergency situations. Defining new procedures/interventions if needed.

WP 5: Safety Inspections and Safety Reviews Response — Ongoing 2026 Objective: As per elements provided in WP1 and WP2, revisit the approaches followed for Safety Inspections, Safety Reviews and reengineering the TSO role. A deliverable of this WP may be the update of the PUI (Plan d’Urgence Interne).

WP 6: Framework Design and Implementation — Ongoing 2026 This sixth work package will be activated after a conceptual design, derived from the five previously listed work packages, becomes available. Particular attention will be given to the communication of this HOR Framework to the CERN community.
